In the Nine Hells, everything has its place in the grand, infernal hierarchy. Those who work outside of these confines suffer dire consequences. That is, if they get caught. The party discovers that there’s more to the history of this tower than just Modron art and bags of holding, and that some of that history is absolutely terrible.
